You need to first open a account from Gmail. Then you can open a blogger site. 
So firstly create a Gmial account, then open the blog spot web site by google. After that you need login for open the blogger site. After login new window come out then here select your profile option and language as you wish then come out next page for create your public profile as fill up the form as per my video. Then come out next page. Here you can select your photo from as your choice and save. Then come the next page for your confirmation to cotinue to open a blogger page. After press continue to Blogger open the Blogger editing page here you can edit your blogger as per your choice. Here you need to select the theme first for designing the blogger site.Then new window open now press create blog. Next type the title as per your choice. next write the your blogger site name and select the theme as per your choice and press create blog.
